Introduction
Journal of Nursing and Public Health (JNPH) is an open-access, peer-reviewed scholarly journal devoted to nursing, public health, health services, health promotion, epidemiology, and related fields. It is published by Unived Press, Universitas Dehasen Bengkulu, Indonesia.
This policy identifies the journal’s institutional and publishing responsibilities, editorial governance, and safeguards for independent decision-making. It aims to ensure transparent ownership, accountable management, and the integrity of the scholarly record.
1. Ownership and Institutional Responsibility
Universitas Dehasen Bengkulu is the parent institution associated with the journal and its publisher, Unived Press. The journal must clearly identify the legal or institutional entity that holds formal ownership in its official registration and governance records. Where those records specify ownership differently from the institutional association stated here, the public policy must be corrected to reflect the verified legal position.
Institutional affiliation, sponsorship, or collaboration does not by itself entitle any individual or organisation to influence acceptance or rejection of manuscripts.
2. Publisher and Publishing Responsibilities
Unived Press, Universitas Dehasen Bengkulu, provides the publishing framework and appropriate administrative, technical, and operational support for the journal. Its responsibilities include supporting sustainable publication, operation of Open Journal Systems (OJS), secure management of publication records, accurate journal identification, accessibility, and the publication of transparent policies.
The publisher should ensure that applicable agreements, intellectual property arrangements, records of editorial appointments, financial policies, and procedures for legal or ethical concerns are appropriately documented.
3. Academic Management and Editorial Governance
Academic management is undertaken through the Editor-in-Chief, Managing Editor, Editorial Board, and authorised editorial staff as appointed under the journal’s governance arrangements. Current names, roles, affiliations, and contact information should be maintained on the official Editorial Team page rather than reproduced in this policy, to avoid outdated information.
The Editor-in-Chief oversees editorial standards, manuscript screening, peer-review arrangements, research integrity enquiries, and final publication decisions. Handling editors and the Editorial Board support expert assessment, policy application, and scholarly quality assurance.
Editorial appointments and changes in responsibility should be documented and communicated publicly.
4. Institutional and Professional Collaboration
The journal’s public information describes cooperation with the Indonesian Public Health Experts Association (Ikatan Ahli Kesehatan Masyarakat Indonesia, IAKMI) and the Indonesian National Nurses Association (Persatuan Perawat Nasional Indonesia, PPNI). The scope of any current collaboration should be evidenced by relevant institutional arrangements.
Cooperation may support scholarly networks, professional expertise, dissemination, and educational development; it does not automatically confer ownership, control over editorial decisions, or entitlement to favourable treatment of submissions.
5. Editorial Independence
All manuscript decisions must be determined by academic merit, originality, relevance to nursing and public health, methodological rigour, ethical compliance, and independent peer review.
The publisher, institutional leaders, professional associations, sponsors, advertisers, or other interested parties must not direct editors to accept, reject, expedite, or suppress an article for financial, personal, political, or institutional reasons.
Where a significant conflict arises, an independent editor must handle the submission. Authors affiliated with the publisher, journal leadership, or partner organisations must receive the same scrutiny as other authors. Editors must not decide on their own submissions.
6. Peer Review and Research Integrity
The journal is responsible for transparent peer-review procedures and the fair handling of complaints, appeals, allegations of misconduct, authorship disputes, corrections, expressions of concern, and retractions.
Research involving patients, healthcare staff, or communities must comply with applicable ethical approval, informed consent, confidentiality, and data protection requirements. Publication decisions must not be influenced by an author’s institutional position, seniority, nationality, or personal relationship with the editorial team.
7. Financial Transparency and Separation of Functions
Any article processing charges, submission charges, waiver arrangements, or other publication-related fees must be accurately disclosed on the official journal website. This policy does not establish or assume a particular fee amount.
Payment, sponsorship, advertising, or professional association membership must not purchase acceptance, favourable reviewer reports, accelerated decisions, citations, or authorship. Staff responsible for financial administration must not exert improper influence on peer review or editorial outcomes.
8. Copyright, Access, and Publishing Infrastructure
JNPH provides open access to its scholarly content. Its published open-access policy and copyright notice identify the Creative Commons Attribution-ShareAlike 4.0 International (CC BY-SA 4.0) licence, with authors retaining copyright and granting the journal the right of first publication. Any article-specific exceptions must be clearly indicated.
The publisher and journal management should support accessible article records, persistent identifiers where assigned, reliable OJS operation, accurate metadata, and appropriate backups and long-term preservation arrangements. Membership of an independent digital preservation network must not be claimed unless verified.
9. Accountability, Complaints, and Appeals
Authors, reviewers, readers, and other stakeholders may raise editorial or governance concerns through the journal’s official contact channels. Complaints involving an editor must be assigned to a person with no relevant conflict of interest.
The journal should document material decisions, provide a fair opportunity for relevant parties to respond, and distinguish editorial corrections from institutional disciplinary investigations. Matters that require formal investigation by an employer, research institution, or competent authority may be referred accordingly.
10. Transparency and Changes in Management
The official website should clearly disclose the journal title, ISSNs, publisher, institutional affiliation, Editorial Team, aims and scope, peer-review procedure, publication frequency, licensing, author fees, ethics policies, and contact channels.
Substantive changes in publisher, legal ownership, journal title, editorial leadership, or other governance arrangements must be recorded, updated across the journal’s webpages and metadata, and publicly communicated where appropriate.
11. Policy Review and Implementation
The Editorial Board and publisher should review this policy periodically and following material changes in ownership, institutional responsibilities, editorial arrangements, or relevant publishing standards.
Implementation should include the publication of this policy as an accessible OJS page and consistency checks against the About page, Editorial Team, Author Guidelines, fee notices, copyright notice, and other journal policies.
