Abstract

This study aims to examine the impact of Indonesia’s the free nutritious meal program on the development of social entrepreneurship among local food MSMEs in Tebing Tinggi City. Using a mixed-methods approach, quantitative data were analyzed using multiple linear regression with SPSS, while qualitative data were collected through in-depth interviews with key stakeholders. The results of the quantitative findings indicate that, individually, MSME readiness, MSME involvement, and government support have a positive and significant effect on social entrepreneurship, while the cooperation variable, when considered individually, does not show a significant effect. When considered simultaneously, the variables of MSME readiness, MSME involvement, cooperation, and government support have a significant effect on social entrepreneurship. Qualitative findings indicate that local MSMEs are highly committed to participating in the MBG Program, although each MSME’s operational capacity varies and they still face challenges, such as fluctuations in raw material prices and technical issues with the payment system. To support the program’s sustainability, this study proposes the Sustainable Blended Value Ecosystem Model—a model that combines the creation of economic and social value through the strengthening of sustainable cooperation agreements, the integration of local government SME development systems, responsive feedback mechanisms, and the enhancement of economic value added.
