Abstract

This study examines the acceptance of the Dipayang application for managing Regional Property Assets within the Government of Kepahiang Regency, Indonesia, using the Theory of Planned Behavior (TPB) as the primary theoretical framework. The research employs a quantitative approach, utilizing Partial Least Squares Structural Equation Modeling (PLS-SEM) with bootstrapping to test four hypotheses derived from the TPB model. Data was collected from civil servants directly involved in asset management. The results of the bootstrap analysis reveal a nuanced pattern of acceptance. Three hypotheses are supported: Subjective Norm and Perceived Behavioral Control exert a significant positive influence on Behavioral Intention to use the application, which in turn strongly predicts Actual Use Behavior. However, contrary to the classic TPB proposition, the hypothesized positive influence of Attitude on Behavioral Intention is not statistically supported. This finding suggests that in the context of mandatory information systems within hierarchical public sector bureaucracies, adoption is driven more by social compliance (subjective norms) and perceived enabling conditions than by individual evaluative beliefs. The study contributes to the information systems literature by contextualizing TPB, highlighting its boundary conditions in mandatory-use settings. Practically, it provides local government managers with evidence-based insights to refine implementation strategies, emphasizing leadership endorsement, peer influence, and robust technical support over mere persuasive communication about the application's benefits.
