Abstract

The Central Kalimantan Food Production Centre Area (Food Estate) Program is one of the strategic policies aimed at increasing production and maintaining national food security. This study examines the impact of the national strategic policy to develop food production centre areas in Central Kalimantan on rice production, using the difference-in-difference method with panel data from cities and districts in the Kalimantan region. Analysis of the regression results indicates that the policy of developing the Food Production Centre Area program in Central Kalimantan does not have a statistically significant impact on rice production, at least until 2023. The results of the parallel trend and placebo effect tests show a parallel trend and no placebo effect. This condition suggests that the government's policy strategy for developing food production centre areas in Central Kalimantan is less effective in increasing rice production in designated food estate areas in the short term.
