Abstract

This study examines the effects of competence and the work environment on employee performance at Lahat Regency’s BAPPEDA using a quantitative associative–causal design (n = 51). Questionnaire data were analyzed with descriptive statistics and multiple linear regression (SPSS 25). Competence positively and significantly affects performance (β = 0.406; t = 4.180; p < 0.001), as does the work environment (β = 0.256; t = 2.897; p = 0.006). Jointly, the model is significant (F = 24.141; p < 0.001) with Adjusted R² = 0.501, indicating that 50.1% of performance variance is explained by both predictors. The findings highlight the need for sustained competence development and a supportive work environment as an integrated strategy to improve civil servants’ performance.
