Abstract

This research is motivated by the findings of anomalous minor incidents involving Ground Support Equipment (GSE) vehicles during non-peak hours at the Class II Komodo Airport apron. This study aims to analyze the effectiveness of the supervisory function implementation of the Apron Movement Control (AMC) Unit and to formulate strategic strengthening measures to maintain the safety of GSE movements so that operational accidents do not occur. The method used is descriptive qualitative, with data collection techniques including field observation, documentation study, and in-depth interviews with informants. The research results indicate that the AMC Unit's supervision has not run effectively during non-peak hours due to the limited quantity of personnel, which triggers a structural double-workload dilemma between field patrol duties and completing office administration. The absence of direct presence from these supervisors impacts the decline in discipline and the emergence of a false sense of security among operators in the field. The novelty obtained from this research is the identification of a specific safety gap during non-peak flight hours and the formulation of an integrative strategy consisting of parallel shift-task engineering and digital surveillance optimization in blind spot areas.
