Integration of Digital Technology in Human Resource Management to Achieve an Adaptive Organization in Deli Serdang Regency
Abstract
This study examines the integration of digital technology in human resource management (HRM) to support the development of an adaptive organization within the Deli Serdang Regency Government. The research explores how digital systems such as electronic attendance, e-performance applications, and web-based personnel information systems transform administrative processes, increase operational efficiency, and enhance accountability in public sector human resource practices. Using a qualitative descriptive approach, data were collected through in-depth interviews, observations, and document analysis involving employees and officials directly engaged in the digitalization process. The findings reveal that digital technology significantly improves efficiency by streamlining administrative tasks, reducing manual procedures, and providing real-time performance data that supports data-driven decision-making. Digitalization also strengthens transparency and accountability by ensuring that all employee activities are digitally recorded, thereby minimizing subjective assessment and potential manipulation. However, the study identifies several challenges, including limited digital literacy among employees, uneven technological infrastructure, and resistance to organizational change. Despite these obstacles, the integration of digital technology contributes positively to building an adaptive organization characterized by responsiveness, flexibility, and improved coordination. This research highlights that digitalizing HRM is a strategic step toward strengthening the adaptive capacity of local government institutions. Continued investment in digital infrastructure, employee digital competency development, and a supportive organizational culture are essential to ensuring the sustainability of digital transformation in public sector HR management.
