Manajemen Penganggaran Universal Health Coverage Untuk Optimalisasi Program Jaminan Kesehatan Nasional Di Kabupaten Bengkulu Utara
Abstract
In 2023, the North Bengkulu Regency Government was only able to finance the Universal Health Coverage programme for two months. Although there was an increase in the budget allocation for 2024 to ten months of financing, in 2025 there was a decrease to nine months of financing. The solution to the problem of inconsistency in budgeting for the Universal Health Coverage programme during the one-year budget period is to provide assistance in integrating the needs of the Universal Health Coverage programme into regional development planning documents and the stages of preparing the Regional Revenue and Expenditure Budget. The community service method used is to assist the Regional Government Budget Team in the process of preparing the Medium-Term Development Plan, Regional Government Work Plan, and Regional Revenue and Expenditure Budget documents. The result of the assistance through the community service programme is that the budgeting for the Universal Health Coverage programme in the 2026 Fiscal Year Regional Revenue and Expenditure Budget covers one (1) fiscal year.
