Abstract

 This study aims to analyze the strategies of the Department of Manpower and Transmigration of Bengkulu Province in reducing unemployment rates through a SWOT analysis approach (Strengths, Weaknesses, Opportunities, Threats). Unemployment remains a crucial issue in Bengkulu Province, even though data from the Central Bureau of Statistics indicates a declining trend from 2022 to 2024. Nevertheless, the large labor force and limited employment opportunities continue to create significant gaps. This research employed a qualitative method with a descriptive approach. Key informants consisted of officials in charge of employment placement, training, and productivity within the Department of Manpower and Transmigration, while the main informants were active job seekers in Bengkulu Province. Data collection techniques included observation, interviews, and documentation. The data were analyzed using reduction, presentation, and conclusion drawing. The findings reveal that in terms of strengths, the Department has training programs, a strong reputation, and the ability to provide solutions for the community. Weaknesses include limited facilities, insufficient human resources, and restricted collaboration networks. Opportunities arise from private sector involvement, the growing demand for skilled labor, and the utilization of information technology. Meanwhile, threats come from unstable labor market demand and competition with private programs. In conclusion, the strategies of the Department of Manpower and Transmigration in tackling unemployment in Bengkulu Province can be further optimized by strengthening cross-sector collaboration, improving training facilities, and leveraging digital technology. This study is expected to provide practical contributions for relevant institutions and theoretical benefits in public administration studies, particularly in the field of labor issues and regional development.
