The Role of the General Department in the Household Administration Division at PT Pelindo Regional 1 Belawan Branch
Abstract
The General Department in the Household Administration Division plays a strategic role in supporting the smooth operation of port companies; however, studies examining its actual functions within state-owned port enterprises remain limited. This study aims to describe the role of the General Department in the Household Administration Division at PT Pelindo Regional 1 Belawan Branch and to identify constraints encountered in carrying out operational administrative duties. The study employed participatory observation and descriptive qualitative methods conducted through a three-month internship (January–April 2026). Data were collected through direct observation, work procedure documentation, and informal interviews with field employees. The findings reveal that the General Department performs four primary functions: processing incoming document receipts (Takah), compiling budget estimation and realization forms (EAB & RAB), managing fuel consumption records for official vehicles, and preparing vehicle handover reports. These functions directly contribute to corporate transparency, accountability, and operational efficiency. Nevertheless, obstacles were identified in the form of disorganized document and office supply storage, which risks causing administrative delays. This study recommends implementing a usage-frequency-based storage zoning system and a weekly stock checklist to improve administrative efficiency.
