Manajemen Kinerja ASN Melalui Penataan Beban Dan Lingkungan Kerja : Kajian Literatur Terhadap Strategi Peningkatan Produktivitas Aparatur Pemerintah
Abstract
This study aims to analyze the relationship between workload and work environment on the performance of Civil Servants (ASN) as a strategy to increase public bureaucracy productivity. Through the Systematic Literature Review (SLR) method on various studies. This study synthesizes empirical findings on how the balance between job demands and job resources affects ASN motivation, work stress, and performance. The results of the study show that a proportional workload and a conducive work environment, both physically and psychologically, contribute significantly to increased motivation, job satisfaction, and organizational commitment. The integration of the Job Demands Resources (JD-R) Model with Public Performance Management (PPM) reinforces the understanding that optimal ASN performance is achieved through a balance between job demands and work resources. Furthermore, lessons learned from international practices, such as in South Korea and Singapore, emphasize the importance of data-driven, technology-based, and employee welfare-oriented bureaucratic reform to achieve an adaptive, innovative, and results-oriented bureaucracy.
