Analisis Framing Pemberitaan Pro Dan Kontra Program Makan Bergizi Gratis
Abstract
This study aims to analyze the news framing construction of Kompas.com and Bisnis.com regarding the pro and contra issues surrounding the Free Nutritious Meal Program (MBG) launched by the Indonesian government in January 2025. The MBG program is a national social policy designed to improve the nutrition of school children and vulnerable groups; however, its implementation has sparked various public responses reflected in media coverage. This research employs a qualitative descriptive method using Robert N. Entman’s framing analysis model, which includes four main elements: define problems, diagnose causes, make moral judgment, and treatment recommendation. The findings reveal that Kompas.com tends to frame the MBG program positively by emphasizing its social and humanitarian aspects. In the define problems element, Kompas.com highlights the importance of improving children’s nutrition; in diagnose causes, it associates the issue with malnutrition and social inequality; in make moral judgment, it portrays the program as a positive and strategic government initiative; and in treatment recommendation, it encourages public support and program sustainability. In contrast, Bisnis.com frames the MBG program from an economic and fiscal policy perspective. In define problems, the outlet focuses on issues of efficiency and potential budget inflation; in diagnose causes, it attributes challenges to weak management and oversight; in make moral judgment, it takes a more critical stance on the program’s effectiveness; and in treatment recommendation, it emphasizes the need for transparency, strict monitoring, and comprehensive evaluation. The contrasting editorial orientations between the two media outlets demonstrate how framing shapes public perceptions of government policies. This study contributes theoretically to mass communication research, particularly in understanding how digital media construct the reality of public policy in Indonesia.
