Implementasi Pelayanan Perizinan Berusaha Melalui Online Single Submission (OSS) Pada Dinas Penanaman Modal Dan Pelayanan Terpadu Satu Pintu Kabupaten Sekadau
Abstract
This research analyses the implementation of the Online Single Submission (OSS) system in the context of business licensing services managed by the Investment and One-Stop Integrated Services Office (DPMPTSP) of Sekadau Regency. The study focused on three principal aspects: organizational arrangement, interpretative understanding, and practical execution. The results indicated that DPMPTSP Sekadau has established an organizational structure aligned with existing regulations; however, the lack of Technical Implementation Units (UPT) at the field level hampered service delivery. While a reward system is in place to incentivize staff perfonnance, it was not yet supported by a disciplinary framework to ensure oversight and maintain work discipline. In terms of interpretation, the dissemination of OSS-related information remained limited, particularly among micro, small, and medium-sized enterprises (MSMEs) and communities in remote regions. Key challenges included restricted internet connectivity and frequent data entry mistakes. In terms of application, although the OSS system has succeeded in reducing bureaucratic hurdles and speeding up licensing procedures, technical issues, such as difficulties in uploading documents and dependence on stable internet access, continued to obstruct optimal performance. In light of these findings, the study suggests the establishment of UPTs at the local level, the adoption of constructive disciplinary policies, the expansion of OSS outreach programs, and improvements in digital infrastructure. Additionally, enhancing inter-agency coordination, providing digital skills training, and upgrading server capacity are essential to strengthen OSS functionality, thus promoting efficient licensing processes, increased investment, and regional economic advancement.
