Evaluasi Kebijakan Pengendalian Pembangunan Hotel Di Kota Yogyakarta
Abstract
This study evaluates the effectiveness of hotel development control policies in Yogyakarta City—primarily Regulation of the Mayor No. 85/2018 and Mayor’s Regulation No. 138/2021—examining effectiveness, efficiency, adequacy, equity, responsiveness, and appropriateness. Using a qualitative case-study approach, data were collected via semi-structured interviews with key informants (relevant local agencies, DPMPTSP, hotel operators, and community representatives), field observations, and document review (regional regulations, RDTR/RTRW, BPS/Bappeda data). Findings indicate that despite regulatory limits, control measures are not effective: non-star hotel construction continues to grow, many operate without full permits, and enforcement and interagency coordination remain weak, resulting in land conversion, reduced green spaces, and socio-cultural conflicts. Recommendations include strengthening cross-sector coordination, digitizing permitting and monitoring, enforcing sanctions, protecting cultural/environmental zones, and actively involving communities in policy formulation and evaluation to achieve sustainable control of hotel development.
