Implementasi Penggunaan Online Single Submission (OSS) Dalam Penerbitan Sertifikat Badan Usaha (SBU) Konstruksi : Studi Kasus Cv Multi Lisensi
Abstract
system in managing the Business Entity Certificate (SBU) at CV Multi Lisensi using George C. Edward III's policy implementation model. The study focuses on four key aspects: communication, resources, disposition (implementers' attitude), and bureaucratic structure. The findings indicate that the implementation of OSS has not been fully optimal. Although internal implementers at CV Multi Lisensi have demonstrated a positive attitude and strong commitment in utilizing the OSS system, obstacles arise from external parties, particularly OSS operators at related institutions who are perceived as unresponsive and uncommunicative in handling technical issues. Furthermore, system integration between institutions such as LPJK and the Ministry of Public Works and Housing (PUPR) remains suboptimal, resulting in digital fragmentation and overlapping processes. Supporting factors include internal readiness, availability of technological tools, and the willingness of business actors to adapt to digital systems. However, hindering factors such as lack of policy socialization, unclear technical guidelines, and limited technical support from related agencies remain present. Therefore, improvements in communication, human resource capacity, system integration, and the formulation of integrated standard operating procedures (SOP) are needed to ensure the OSS implementation becomes more effective and efficient.
