Peran Dinas Sosial Dalam Mendistribusikan Perlindungan Sosial Pada Masyarakat Miskin Di Kota Bengkulu
Abstract
This study aims to analyze the role of the Social Affairs Office in distributing social protection to the poor in Bengkulu City. The primary focus of this research is to evaluate the effectiveness of social protection programs implemented by the Social Affairs Office and identify challenges encountered during their implementation. This research employs a qualitative approach with data collected through in-depth interviews, field observations, and document analysis. The findings reveal that the Social Affairs Office of Bengkulu City plays a strategic role in identifying beneficiaries, distributing aid, and monitoring programs such as the Family Hope Program (PKH) and Non-Cash Food Assistance (BPNT). These programs have contributed to a reduction in the poverty rate in Bengkulu City from 14.71% in 2023 to 13.76% in 2024. However, several challenges persist in program implementation, including inaccuracies in beneficiary data, budget constraints, and inadequate inter-agency coordination. Additionally, societal dependence on social assistance and limited access to education and employment opportunities pose significant barriers to poverty alleviation efforts. Based on these findings, this study recommends enhancing technology-based data systems to ensure accurate beneficiary identification, strengthening cross-sectoral coordination to maximize program effectiveness, and improving the capacity of human resources within the Social Affairs Office. Furthermore, efforts to promote community self-reliance through economic empowerment programs and job skills training are crucial. These measures are expected to make social protection programs more effective in addressing structural poverty and improving the welfare of impoverished communities in Bengkulu City.
