Peran Kepala Dinas dalam Meningkatkan Disiplin Kerja Pegawai Dinas Perhubungan Kota Bengkulu
Abstract
This study aims to identify the Role of the Head of the Department in Improving Employee Work Discipline at the Transportation Office of Bengkulu City. Work discipline is one of the crucial factors that influence the effectiveness, efficiency, and quality of public services within government institutions. This research employs a descriptive qualitative method with data collection techniques including interviews, observation, and documentation. The informants in this study consist of the Head of the Department, the Head of the General and Staffing Subdivision, the Head of the Traffic and Transportation Division, and staff members of the Transportation Office. Data analysis was carried out through the processes of data reduction, data presentation, and drawing conclusions. The results of the study indicate that the Head of the Transportation Office of Bengkulu City plays a significant role in shaping and improving employee work discipline through the application of the five leadership roles proposed by Oemar Hamalik (2007), namely: (1) Role as Catalyst, in which the Head of the Department provides encouragement, motivation, and guidance to employees to foster awareness of compliance with regulations and to improve performance. The Head also provides direct coaching to employees who commit disciplinary violations. (2) Role as Facilitator, in which the Head of the Department strives to provide adequate work facilities and infrastructure, create a comfortable and conducive work environment, and offer training and discipline-building opportunities for all employees. (3) Role as Problem Solver, demonstrated by the ability to identify and resolve various forms of disciplinary violations wisely. (4) Role as Resource Linker, where the Head of the Department bridges communication across divisions and optimizes the potential of human resources in each unit to work synergistically in achieving organizational goals. (5) Role as Communicator, in which the Head of the Department clearly and accurately delivers information, policies, and directives to all employees, and remains open to receiving criticism, suggestions, and feedback from subordinates as a form of effective two-way communication.
