Implementasi Sistem Informasi Keuangan dan Pembangunan di Sekretariat DPRD Kabupaten Bengkulu Tengah
Abstract
This study aims to analyze the implementation of the financial and development information system at the Secretariat of the Regional House of Representatives (DPRD) of Central Bengkulu Regency. The research is conducted using a qualitative descriptive approach to gain an in-depth understanding of the processes, supporting factors, obstacles, and strategies for optimizing the information system in supporting transparent, efficient, and accountable governance. Data were collected through in-depth interviews, observations, and document studies with officials and employees of the DPRD Secretariat, and analyzed using the interactive model of Miles, Huberman, and Saldaña.Research results indicate that the implementation of the financial and development information system at the Secretariat of the Regional House of Representatives (DPRD) of Central Bengkulu Regency has been running quite well and supports improvements in the institution's transparency and accountability. Based on George C. Edwards III’s policy implementation theory, the four main factors influencing the success of implementation are communication, resources, implementers' disposition, and bureaucratic structure. The communication factor runs effectively through leadership guidance and coordination, although continuous socialization is needed so that all employees understand the policy comprehensively. In terms of resources, the availability of facilities and employee competencies is sufficient, but still limited to technical aspects and unstable internet connectivity. The implementers' disposition shows a high commitment from leadership and employees to bureaucratic digitalization, while the bureaucratic structure has supported system implementation through SOPs and internal monitoring mechanisms, although documentation and evaluation still need to be strengthened. This study concludes that the implementation of the financial and development information system at the Secretariat of the Regional House of Representatives (DPRD) of Central Bengkulu Regency is part of the digital transformation of regional bureaucracy towards electronic-based government governance (SPBE). However, the success of its implementation still requires improvements in personnel competence, technology infrastructure stability, and adequate budget support. Academically, this study contributes to the development of public administration and e-government studies, while practically, it can serve as a strategic reference for the DPRD Secretariat in strengthening the effectiveness and sustainability of the implemented information system.
