Abstract

According to the World Health Organization (WHO), 2024. hypertension is a condition when systolic blood pressure is ≥140 mmHg and or diastolic blood pressure ≥ 90 mmHg which are measured on two different examinations. Screening is the early detection of diseases or risk factors in individuals who appear healthy. Objective: to assess the extent of the implementation of Hypertension Screening for the elderly at the Jalan Gedang health center whether it has met SPM standards, identify supporting and inhibiting factors, and prepare policy recommendations to improve the coverage and quality of hypertension screening services for the elderly according to the target.  This research is a qualitative research with  a case study approach. Using the theory of Pawson, R. and Tilley, N. (1997). This approach views the outcome of a program as greatly influenced by  its context and implementation mechanism.  The results of the study show that the implementation of hypertension screening for the elderly at the Jalan Gedang health center in Bengkulu has been carried out through health services for the elderly who visit the health center, home visit, and ILP posyandu which are carried out once a month according to the schedule at their respective posyandu. However, the screening achievement is not optimal because it is influenced by limited resources, facilities and infrastructure as well as the participation of the elderly. According to the theory  of Primary Health Care, first-level health services must be able to reach vulnerable groups, including the elderly, through a community-based approach. The factors supporting the policy at the health center are clear regulations, leadership commitment, budget support, availability of human resources, adequate SOPs, and cross-sector and community support. Inhibiting factors are limited human resources, low awareness of the elderly, and socio-economic conditions, facilities and infrastructure. Recommendations for accessibility, curation and standardization policies. The result of SPM achievement in 2024 is 45.9%, in 2025 mwill experience an increase of 55.62% (<60%) that has not met the minimum quality/recipient of services as targeted by the Indonesian Minister of Health Regulation No.04 2019
