Optimization Of Healthcare Services For Prisoners As A Manifestation Of The Fulfillment Of Human Rights In The Correctional System (A Study At Lubuk Pakam Class Iib Correctional Facility)
Abstract
The correctional system is a concept of prisoner rehabilitation oriented towards social reintegration while ensuring the fulfilment of human rights, including the right to health care. Health care is an important factor in supporting the success of rehabilitation, but its implementation in correctional institutions still faces various obstacles. This study aims to analyse the implementation and optimisation of health services for prisoners as a form of fulfilling human rights through a study at the Lubuk Pakam Class II B Correctional Institution. The study uses an empirical juridical method by examining the provisions of laws and regulations and the factual conditions in the field through interviews and observations, which are analysed qualitatively. The results of the study show that, normatively, health care services are regulated in Law No. 22 of 2022 on Corrections, but their implementation has not been optimal due to limitations in health personnel, infrastructure, and overcapacity. Optimisation is needed through institutional strengthening, improvement of human resources, provision of health facilities, and cooperation with health agencies to create a correctional system oriented towards human values.
