The determination of the UMK as stipulated in East Java Governor Regulation Number 75 of 2022 and Number 78 of 2023 demonstrates the strategic role of the governor not only as a policymaker but also as a policy advocate in bridging the interests of workers and business actors. This study aims to analyze the UMK policy formulation process, the role of the governor, interaction patterns between actors, and factors influencing policy quality. The research method used is a descriptive qualitative approach with a literature study technique. Data were obtained from policy documents, academic literature, and relevant empirical media sources. Data analysis was carried out through data reduction, data presentation, and drawing conclusions using the theoretical framework of policy formulation, the Multiple Streams Framework (MSF), the Advocacy Coalition Framework (ACF), and a multi-actor governance approach. The research findings indicate that the formulation of MSE policy in East Java is the result of dynamic interactions between the government, labor unions, and business actors, involving negotiation and political compromise. The governor plays a crucial role as a policymaker and advocate in maintaining a balance of interests and the stability of industrial relations. Technocratic factors such as inflation and economic growth, as well as political factors such as interest group pressure, simultaneously influence policy decisions. However, transparency and accountability in the policy formulation process still need to be improved. It maps how pregnant women interpret message content, delivery, and closure so that recommendations feel relevant and actionable at home. A qualitative design used semi-structured face-to-face interviews with three pregnant women who received ANC counseling in the last three months. The interview guide combined key ANC message themes, Communication Accommodation Theory (CAT), and the Health Belief Model (HBM). Data were audio-recorded, transcribed verbatim, member-checked, and analyzed using reflexive thematic analysis. Findings show that mothers recall core advice on nutritious eating, light activity, and clinic visits, but operational details such as concrete portions, how to take iron tablets, and prioritized danger signs are not consistently conveyed. Counselors generally use everyday language and a comfortable pace, but message structure is uneven across topics. Home follow-up uses simple cues such as alarms, notes in the maternal and child health book, and family members who act as natural reminders. This analysis uses a qualitative approach of interviews, observations, and documentation. This research applies the theory of public policy implementation from George C. Edward III, which includes four main variables, namely Communication, Resources, Disposition, and Bureaucratic Structure. The results of this study show that the overall implementation of SIMPEG is going quite well, supported by communication through official letters from BKPSDM and internal socialization, adequate resources such as trained admins and digital infrastructure, positive disposition of employees even though they still need assistance for some users, and a structured bureaucratic structure with clear SOPs.&nbsp; However, there are several challenges, such as the reliance on sometimes unsmooth internet access and the disapproval of some senior employees to digital change. The main purpose of this study is to explore and analyze in detail the implementation of the SP4N-LAPOR website at the East Java Provincial Highway Public Works Office, especially in managing and responding to complaints related to road infrastructure, damaged road conditions, and drainage systems. The research methodology adopts a qualitative descriptive approach, with an analytical foundation that refers to the policy implementation theoretical framework of George C. Edward III, which emphasizes four crucial factors, namely communication, resources, executive disposition, and overall bureaucratic structure. Research data was obtained through secondary data in the form of official agency documents, laws and regulations, reports, and literature relevant to SP4N-LAPOR. The results of the study show that the implementation of the SP4N-LAPOR website at the East Java Provincial Highway Public Works Office has generally been running in accordance with applicable provisions and supported by a clear legal basis and SOPs. In terms of communication, implementation is still not optimal due to limited socialization to the community. From the aspect of resources, special apparatus has been available as an admin of SP4N-LAPOR, limited budget constraints and high workload still make it difficult to respond to complaints. In terms of disposition, management apparatus shows a responsive and responsible attitude, although there are still differences in the level of commitment between employees. From the aspect of bureaucratic structure, the division of authority and SOPs has helped the complaint management process run more systematically, although coordination between units still needs to be improved. Mandy's Shoes is a local women's shoe brand that focuses on comfort and fashionable designs, but still faces challenges in increasing brand awareness in the Indonesian market. This study aims to analyze the Marketing Public Relations strategy implemented by Mandy's Shoes and to determine the brand's awareness in the Indonesian market. This study uses a mixed-methods approach, combining qualitative and quantitative methods. Qualitative data was obtained through in-depth interviews with Mandy's Shoes internal parties and consumers, as well as documentation of Instagram social media content. Quantitative data were collected through the distribution of questionnaires to 52 respondents aged 18–45 years residing in big cities and active on social media. Data analysis was conducted descriptively and compiled to obtain a more comprehensive pictureThe results of the study show that Mandy's Shoes' brand awareness is strongest in brand recall, but its top-of-mind awareness remains relatively low. Mandy's Shoes' Marketing Public Relations strategy is implemented through push and pull strategies. The push strategy is carried out through participation in offline events, digital promotions, Instagram Ads, and collaborations with influencers and KOLs. The pull strategy is implemented through Instagram optimization, storytelling content, discount promotions, and visual designs consistent with the brand image. Meanwhile, the pass strategy has not been implemented due to a lack of involvement in social or community activities. This study concludes that the Marketing Public Relations strategy implemented by Mandy's Shoes is quite effective in building brand awareness up to the brand recall stage. Using a qualitative descriptive approach, data were collected through in-depth interviews with the Promotion Division and school management, focus group discussions (FGDs) with Grade X students, and documentation of promotional activities. Data were analyzed thematically using the Attention, Interest, Desire, and Action (AIDA) framework.&nbsp; The findings show that PR strategies were effective at the early stages of communication, particularly in generating attention and interest through social media, face-to-face promotion, and interpersonal communication. At the desire stage, promotional activities contributed to building a positive school image and stimulating prospective students’ interest in further engagement. However, effectiveness at the action stage—enrollment decisions—remained limited, as indicated by a declining trend in student intake over the past three years despite consistent promotional efforts. This limitation is primarily due to the absence of structured, continuous follow-up communication, including a lack of a prospective student database and minimal&nbsp;post-promotion engagement. However, manual management systems still in place often create various obstacles, such as reporting delays, difficulties in monitoring equipment conditions, and suboptimal procurement planning. This research utilizes a qualitative method with a descriptive-analytical approach. Data collection was conducted through in-depth interviews with the Pontianak City Health Office, the head of the Puskesmas (Community Health Center), infrastructure management officers, and health workers, as well as direct observation and documentary studies. The implementation of the application was analyzed based on the process of implementing the Infrastructure and Medical Equipment Application at the Purnama Community Health Center, using George C. Edwards III’s policy implementation framework, which focuses on four key variables: Communication, Resources, Disposition, and Bureaucratic Structure.The research results indicate that the implementation of the infrastructure and medical equipment application has had a positive impact on the management system at the Purnama Community Health Center. However, the findings reveal several challenges: Communication: Transmission, clarity, and consistency are not yet operating optimally. Resources: ASPAK (Medical Equipment and Infrastructure Application) officers are not general personnel, and the internet network remains inadequate or unstable. Disposition: There is a lack of official decrees from the Head of the Health Center regarding the ASPAK Team. This study aims to analyze the quality of services at the Menteng Health Center, Jekan Raya District, Palangka Raya City based on service quality dimensions. The research method used is descriptive qualitative with a literature study approach using relevant scientific journals. The results show that the service quality at Menteng Health Center is generally categorized as good, but several aspects still need improvement, especially in service time and procedures. The dimensions of tangibles, reliability, responsiveness, assurance, and empathy contribute to patient satisfaction, although there are still gaps between expectations and actual services. However, in its implementation, various obstacles are still found that affect the quality of service. This study aims to evaluate the Hajj registration service through the SISKOHAT application system at the Hajj and Umrah Service Office in Bengkulu City. This study uses a qualitative method with a descriptive approach. The data collection technique was carried out through observation, interviews, and documentation with informants from employees of the Hajj and Umrah Implementation Section. Data analysis uses the CIPP (Context, Input, Process, Product) evaluation model to assess the overall implementation of services. The results of the study show that in the context component, the implementation of SISKOHAT is in accordance with the needs of hajj registration services. In the input component, there are still limitations of human resources and supporting facilities. In the process component, the service has not run optimally due to network and application system disruptions. The study employs a qualitative approach using a case study methodology. Data were collected through in-depth interviews, observation and document analysis. Data analysis utilised the interactive model proposed by Miles, Huberman, and Saldaña. The findings indicate that meritocratic management oversight within the General Affairs Division of the Baubau City Regional Secretariat is not yet functioning optimally, as internal oversight remains focused on administrative compliance rather than substantive control based on competence and performance. Performance appraisals of ASN have not yet fully served as the basis for promotion, transfer, and career development. Furthermore, reward and punishment mechanisms have not been consistently applied, leading to weak motivation among civil servants and creating scope for subjectivity in personnel decision-making. Social media has become an essential tool for dynamic and rapid promotion, communication, and interaction. One of the most widely used social media platforms in this context is Instagram. Instagram is a promising platform for introducing products, reaching target markets, and building long-term relationships with consumers. This study aims to analyze how the social media platform Instagram in digital marketing communication activities shapes communication strategies through each element of the Integrated Marketing Communication (IMC) theory as utilized by the @ryuga.seafood account via its Instagram content. Method The research employs a qualitative approach using a case study methodology, with data collection techniques including in-depth interviews with the owner and staff, observation, and documentation in the form of Instagram content. The research findings indicate that Ryuga Seafood digital marketing communication strategy demonstrates a strong alignment with the Integrated Marketing Communication (IMC) theory as the primary framework. In terms of marketing, Ryuga Seafood optimizes all IMC elements, namely Direct Marketing, Sales Promotion, Public Relations, Personal Selling, Advertising, Word-of-Mouth Marketing, Events and Experiences, and Interactive Marketing. The research employed a descriptive qualitative approach, with data collected through field observations, in-depth interviews, and documentation. Data collection was conducted on May 11, 2026, through one comprehensive field observation and three interview sessions. Three informants participated: two local community members who regularly use the park and one security officer. Data validation was performed using source triangulation and method triangulation. The findings indicate that Nyahu Papan Taliwu City Park generally fulfills its role as a family-friendly public green open space, supported by facilities such as children's playgrounds, jogging tracks, exercise equipment, gazebos, flower gardens, CCTV, and security officers. Public perception of the park is highly positive, with most respondents considering the park adequate and comfortable. The study reveals that park optimization does not require the addition of numerous new facilities, but should instead prioritize routine maintenance and the revitalization of existing infrastructure. A significant issue identified is that some visitors continue to smoke in the children's play area, posing health risks to children and reducing the park's effectiveness as a child-friendly environment. A sample of 122 students from 8 faculties at Palangka Raya University was determined through proportional random sampling. Data were collected using a structured questionnaire and analyzed with SPSS version 27 through validity, reliability, simple linear regression, t-test, and coefficient of determination (R²) tests. The research hypothesis states that there is a significant effect of students' perceptions of mental health content on TikTok on positive character formation. The results show that students' perceptions have a significant effect on positive character formation with a t-value of 10.251 &gt; t-table 1.98 and significance 0.000 &lt; 0.05. The coefficient of determination (R²) of 0.467 indicates that 46.7% of the variation in positive character formation can be explained by student perceptions. Affirmative messages, initially designed as part of the brand’s emotional communication strategy, are often interpreted differently by audiences, making it important to understand the dynamics behind these varying interpretations. This research employed a descriptive qualitative approach involving Generation Z consumers, baristas, and a store supervisor. Data were collected through in-depth interviews and direct observations at several Starbucks outlets. The findings indicate that the encoding process is carried out by baristas as part of a service strategy intended to create a warm, personal, and pleasant customer experience. However, the decoding process resulted in three categories of meaning: dominant-hegemonic, negotiated position, and oppositional position. Consumers in the dominant position viewed the affirmations as genuine emotional support; those in the negotiated position interpreted the messages situationally; while those in the oppositional position rejected them as mere branding strategies. The purpose of this research is to reveal how technological and institutional mechanisms within social media shape the boundaries of freedom of expression and their implications for the formation of public discourse. This research employs a qualitative approach using library study and conceptual analysis methods. The theoretical framework is based on Habermas’ concept of the public sphere, Foucault’s notion of power relations, and the theories of algorithmic governance and platform society. Data were analyzed descriptively and critically to examine the relationship between digital structures, power, and knowledge production. The findings indicate that algorithms and platform policies function as instruments of curation and control that determine content visibility, distribution, and legitimacy. The findings indicate that policy ambiguity is at a high level. The lack of clarity regarding objectives is reflected in the tension between regional fiscal targets and environmental protection. Ambiguity regarding means is evident in the absence of integrated standard operating procedures (SOPs) for production oversight and environmental impact verification. Primary data were obtained by distributing questionnaires to 140 &nbsp;UMKM&nbsp; buyers in Kebak Village who were selected as respondents. The research instrument used a Likert scale to measure interpersonal communication indicators, including openness, empathy, positive attitude, support, and equality, as well as customer satisfaction indicators. Data analysis was performed using IBM SPSS Statistics 29, including normality and linearity tests and Spearman's rho correlation tests. The results showed that the data met the required statistical assumptions and there was a positive and significant relationship between sellers' interpersonal communication and customer satisfaction. This research employed a descriptive quantitative approach using a five-point Likert-scale questionnaire administered to 36 university students. The questionnaire items were grouped into four dimensions: intensity of social media use and exposure, digital literacy and information verification, the influence of social media on political perception, and students' political awareness and participation. The findings show that the dimension of social media use and exposure obtained the highest mean score of 4.14. The dimension of social media influence on political perception reached 4.01, while digital literacy and information verification obtained a mean score of 4.01. Students' political awareness and participation recorded the lowest mean score of 3.65. A quantitative approach with a comparative descriptive design was employed. Data were collected using a five-point Likert-scale questionnaire consisting of 20 statements—ten related to online learning and ten related to offline learning—distributed to 110 students as respondents. The reliability test produced a Cronbach’s Alpha of 0.945, indicating that the research instrument has excellent internal consistency. Descriptive analysis revealed an average score of 3.58 (SD = 0.897) for online learning and 3.81 (SD = 0.873) for offline learning, both of which fall into the high category. A Pearson correlation test showed a strong, significant, and positive relationship between students’ perceptions of online and offline learning (r = 0.619; p &lt; .001). A paired sample t-test indicated a significant difference between the effectiveness of online and offline learning (t = -3.148; df = 109; p = .002), with offline learning obtaining a significantly higher mean score. These findings suggest that offline learning is perceived as more effective than online learning in enhancing student understanding, particularly in terms of interaction, focus, and motivation. This study aims to analyze the role of the Meet Nite Live program in improving the political understanding of Political Science students in the digital era. The study employs a qualitative approach using the agenda setting theory as an analytical framework to examine how media shapes audience attention and interpretation of political issues. The analysis focuses on five aspects: issue salience, presentation style, intensity of exposure, transfer of salience, and meaning-making effects. Data were collected through interviews, observations, and documentation involving fifth-semester students of the Political Science Program at the Faculty of Social and Political Sciences, Universitas Bangka Belitung. The findings reveal that Meet Nite Live contributes to enhancing students’ political understanding through communicative, contextual, and accessible presentations of political issues. The emphasis on topics such as corruption, geopolitics, and public policy increases students’ attention toward political matters, while repeated exposure through digital platforms strengthens their comprehension. Furthermore, the program encourages critical thinking and raises students’ awareness of socio-political realities. Data analysis was carried out through the stages of data reduction, data presentation, and drawing conclusions. The results of the study show that the effectiveness of population data and information management through SIGA can be categorized as fairly effective based on five indicators. On the program success indicator, the implementation of family data updating has proceeded according to the established stages although there are still technical obstacles such as network and server disruptions. On the target achievement indicator, the data collection targets have generally been met, but not evenly across all regions. This study aims to analyse the process of digitalisation of Hindu values through the cultural communication practices of Generation Z on social media, as well as to identify the dynamics of meaning that emerge within this context. Data were collected through digital ethnography, including observations on platforms such as Instagram, TikTok, and YouTube, alongside content analysis of posts representing Hindu values. Data analysis was conducted using thematic analysis to identify patterns of communication, forms of representation, and evolving constructions of meaning. The findings indicate that Generation Z functions as prosumers, not only consuming but also producing and distributing Hindu values through creative, visual, and interactive digital content. Digitalisation enables the expansion of cultural communication reach; however, it simultaneously encourages the simplification and commodification of sacred values due to the logic of social media algorithms. Furthermore, there is a noticeable shift in religious communication authority from traditional actors to digital figures such as content creators and influencers. The novelty of this study lies in the development of a dharma-based digital cultural communication framework, which explains how Hindu values are negotiated within digital spaces through the interaction of technology, generational dynamics, and culture. The purpose of this study is to investigate the student experience through utilising AI in multimedia journalism at an a vocational college. Applying the qualitative approach and adopting a case study methodology, data were generated via open questionnaires with focus group questions, besides direct observations over 48 students that produced news packages from AI – like applications: ChatGPT, Humva, Elevenlabs. Thematic analysis identified five main themes: technical constraints, ethical dilemmas, teamwork patterns, efficiency benefits, and work coordination. The research findings show that although AI improves research and visual production efficiency, students experience significant obstacles in the audio-visual synchronization stage and limited application accessibility. Based on the Cognitive Theory of Multimedia Learning perspective, these obstacles create extraneous cognitive load that diverts students' focus from the substance of journalism to solving technical problems. In addition, a collective ethical awareness emerges, whereby students continue to prioritize manual verification to maintain the integrity of the news. The informants in this study consisted of consisted of delivery service admins and warehouse staff directly involved in delivery service operations at Borma Cikutra. Data analysis techniques used the Miles and Huberman model through data reduction, data presentation, and conclusion drawing. The results showed that organizational communication in delivery services occurs through vertical, horizontal, and diagonal communication involving delivery service admins, warehouse staff, cashiers, couriers, and customers. The main communication media used are WhatsApp and HT (Handy Talky). Communication barriers found include semantic, technical, and organizational barriers. Semantic barriers are the most dominant obstacle due to unclear and incomplete customer order information. The informants included BUMDes directors, BUMDes supervisors, and &nbsp;UMKM &nbsp;involved in the empowerment program. Data validity was tested using source triangulation and technical triangulation. Data analysis was conducted using the Miles and Huberman interactive model, which includes data reduction, data presentation, and conclusion drawing. The results show that BUMDes communication strategies are implemented by understanding &nbsp;UMKM &nbsp;needs, delivering information in a participatory manner, providing mentoring and training, and utilising face-to-face and digital communication media. This study aims to analyze the implementation of the Free Nutritious Meal Program (MBG) and its impact on improving the nutritional status of school-age children in Pasar Baru Village, South Kaur District, Kaur Regency. Using a descriptive qualitative method with in-depth interviews, observation, and documentation study techniques, the research results show that the MBG program has been well-designed by the National Nutrition Agency (Badan Gizi Nasional) based on Presidential Regulation No. 83 of 2024, but field implementation still faces obstacles such as distribution delays, limited menu variety, and an inconsistent monitoring system. This research employed a descriptive qualitative approach using media effects theory as the analytical framework. Data were collected through in-depth interviews with eight female student informants, content observation, documentation, and literature study. The findings show that cognitively the content increases audience knowledge regarding product types, functions, prices, textures, and usage results. Affectively, the content generates interest, entertainment, and curiosity, although some informants responded neutrally. Conatively, the content encourages some informants to seek further information, consider purchasing, try products, or discuss the video with friends. Using a qualitative descriptive approach, this study examines three indicators of effectiveness according to Duncan in Steers (1985), namely goal achievement, integration, and adaptation. Data were obtained through in-depth interviews with the Chairman of the Sukabumi City KPU, field observations, and document analysis. The results showed that community participation in the 2013 Pilkada reached 69% and increased to 72% in the 2018 Pilkada. Despite a strong legal foundation and diverse socialization efforts, the Pilkada has not been running effectively due to participation rates that are still far from ideal. Low participation is caused by multidimensional factors, including public trust crises, voter data administration problems, socioeconomic constraints, and uneven information distribution.</p> Muhammad Ghiffar Al Ikhsani, Dine Meigawati, M.
