The purpose of this study was to determine the flexing performed by TikTok celeb Adelina Margareta as symbolic communication. This research uses a qualitative method with a semiotic analysis approach of the Roland Barthes model whose focus of attention is on the idea of two-stage signification (two orders of significations), namely analyzing the signifier and signified. Based on the results of the analysis of the 2 TikTok contents of Adeline Margaret with the Roland Barthes theoretical approach, it is known that the two contents analyzed contain denotative, connotative and mythical meanings to create audience perceptions on symbols of social status, financial success, or self-image that Adeline Margaret wants to project. The denotation of the act is a direct representation of the object shown, which is wealth. The connotation refers to the social values associated with luxury and fame. The hedonistic lifestyle and showing off luxury goods is a form of representation of the lives of the wealthy. Through her visual and narrative representations, Adeline Margaret builds an idealized self-image and inspires her followers to pursue a similar lifestyle.

Salza Leza Octamadian, Sapta Sari, Yanto Yanto ##submission.copyrightStatement## http://creativecommons.org/licenses/by-sa/4.0 https://jurnal.unived.ac.id/index.php/prof/article/view/6359 Sun, 01 Dec 2024 11:28:24 +0000 Efektivitas Komunikasi Organisasi Terhadap Koordinasi Pelayanan Ekspor Impor (Studi Kasus Antara PT IPC Petikemas Dan Shipping Agency Di Pelabuhan Panjang) https://jurnal.unived.ac.id/index.php/prof/article/view/7044
This study aims to examine the effectiveness of organizational communication on export-import service coordination at the Port, focusing on the interaction between PT IPC Petikemas and Shipping Agency. This study aims to analyze the influence of digital communication on communication patterns on the cultural values of modern society. Digital communication, which is characterized by the use of social media, instant messaging applications, and other digital platforms, influences the way people interact and convey inherited cultural values. These changes raise questions about how cultural values, such as mutual cooperation, politeness, and respect for tradition, are maintained or shifted in the digital era. Through a qualitative approach, it was found that digital communication tends to facilitate efficiency in social interaction, but on the other hand, there is the potential for a shift or decline in the quality of the delivery of cultural values. Some cultural values have adapted to suit the dynamics of digital communication, while others have begun to fade due to the influence of a more easily accessible global culture. This research concludes that although digital communication offers opportunities to expand the spread of cultural values, there are challenges in maintaining the essence and integrity.
Herman Herman ##submission.copyrightStatement## http://creativecommons.org/licenses/by-sa/4.0 https://jurnal.unived.ac.id/index.php/prof/article/view/7139 Mon, 02 Dec 2024 00:28:20 +0000 Peran Tiktok Sebagai Media Komunikasi Politik Bagi Generasi Milenial (Studi Kasus Pada Karyawan Duta Lampung Tahun 2024) https://jurnal.unived.ac.id/index.php/prof/article/view/7148
This research aims to analyze the role of TikTok as a political communication medium for the millennial generation. This study uses a descriptive type with a qualitative approach. Data collection was carried out through observation and interviews using interview guidelines submitted to a number of informants with the focus of the study being participation, budget, and management of administrators. The results of the study showed that the existence in terms of participation was still not optimal because many members of the youth organization were busy with their respective activities and the lack of concern from members for the youth organization. However, on the other hand, member participation in village activities, especially approaching August 17 and religious ritual moments such as the Prophet's Birthday and Ramadan, is quite good and active, although not all members are active, so the program does not run, including youth activities initiated by the village government. From the aspect of the budget, it is still very minimal or even non-existent, so many programs that were planned at the beginning do not run. The budget for activities is usually the result of a joint effort by several members and donors. From the aspect of management, the management is less active. Another thing is that there are no programs running in Kayubulan village since 2023. The programs implemented are village programs with funding from the village government. The village government is considered to be too involved in the management of the youth organization so that management is not optimal. The existence of the youth organization currently cannot be improved when viewed from the form of management of the existing management. It is recommended that the existence of youth organization be increased through increased member participation, good budget management, and good organizational management so that the Tomini Raya youth organization runs optimally.
Ristiwinarty Iloponu, Jusrin Kadir, Yahya Antu ##submission.copyrightStatement## http://creativecommons.org/licenses/by-sa/4.0 https://jurnal.unived.ac.id/index.php/prof/article/view/7195 Mon, 02 Dec 2024 07:52:11 +0000 Analisis Pengelolaan Retribusi Pasar Di Kota Rembang Dalam Meningkatkan Pendapatan Asli Daerah Kabupaten Rembang Tahun 2023 https://jurnal.unived.ac.id/index.php/prof/article/view/7199
Market retribution is a fee set by the local government for traders in markets, including both traditional and modern markets. Since the beginning of its implementation, various challenges have continued to emerge that hinder the effectiveness of this policy. One of the main challenges is the capacity gap between regions, where some regions are able to manage autonomy well, while others still depend on central assistance. Corruption and low accountability at the local level are also serious problems that often undermine decentralization. The aim of this research is to analyze the impact of the transformation of decentralization policies in Indonesia on the stability of regional government, as well as identify the challenges faced by regional governments in the context of globalization and their implications for political and economic stability. The research method used in this study is a literature study, which collects and analyzes various academic sources, government reports, and related documents to understand the transformation of decentralization policies and their impact on regional government in Indonesia. The research results show that the post-1998 Reformation decentralization policy transformation had a significant impact on regional governance, but also gave rise to complex challenges, such as central-regional conflict and budget inequality, which affected political and economic stability. Regional financial reform in Indonesia is focused on increasing transparency and accountability through the application of digital technology such as e-budgeting, e-audit, and the Regional Financial Information System (SIKD). Active community participation, both directly and indirectly, is an important element in ensuring effective and efficient use of the budget. This research uses qualitative methods with a case study approach in several regions that have implemented community participation in APBD supervision. The research results show that community involvement can increase financial transparency and encourage accountability of public officials, but there are obstacles such as a lack of public communication space and digital literacy. To overcome these obstacles, policies are needed that support more inclusive community involvement and wider application of information technology. Thus, the integration of participatory accountability and digitalization of regional finance is expected to strengthen more transparent and accountable financial governance, as well as increase public trust in regional governments. The research method used is literature study, which includes analysis of documents, journals and official reports to collect information and data related to decentralization, regional autonomy and village government performance. The results of this research show that although decentralization provides greater autonomy to village governments, capacity gaps, challenges in financial management, and adaptation to global change are still significant obstacles in improving the performance of village governments in Indonesia. Although decentralization has given village governments greater authority and independence, there are significant gaps in capacity, funding and adaptation to global change. Village governments still face limitations in terms of human resources, administrative capabilities, and adequate infrastructure support to manage autonomy effectively. This often hinders improving village performance in providing responsive and efficient public services to the community. These challenges are increasingly exacerbated by problems in managing village funds and the inability of villages to respond to demands for sustainable development caused by globalization.
Helti Handraini, Aldri Frinaldi, Lince Magriasti, Hendra Naldi ##submission.copyrightStatement## http://creativecommons.org/licenses/by-sa/4.0 https://jurnal.unived.ac.id/index.php/prof/article/view/7226 Tue, 03 Dec 2024 05:22:55 +0000 Implementasi Desentralisasi Dan Dampaknya Terhadap Pemberdayaan Masyarakat Desa Mandiri Di Indonesia https://jurnal.unived.ac.id/index.php/prof/article/view/7230
Decentralization in Indonesia has become one of the main strategies in increasing community empowerment, especially in independent villages. The background to this research focuses on how greater allocation of authority and responsibility to village governments can encourage active community participation in development. This research uses a literature study method to analyze various community empowerment initiatives that emerged as a result of decentralization, taking into account the factors that influence the effectiveness of their implementation. The research results show that decentralization has had a positive impact on empowering village communities. Training programs and collaboration with related institutions, as well as the management of Village-Owned Enterprises, are several examples of initiatives that have succeeded in increasing community access to economic and social opportunities. Although there are still challenges in the implementation process, the research results show that decentralization can be an effective instrument in creating independent and sustainable villages.
Mutia Kardina, Aldri Frinaldi, Lince Magriasti, Hendra Naldi ##submission.copyrightStatement## http://creativecommons.org/licenses/by-sa/4.0 https://jurnal.unived.ac.id/index.php/prof/article/view/7230 Mon, 09 Dec 2024 08:59:14 +0000 Penilaian Penggunaan Teknologi Informasi Dalam Pengelolaan Keuangan Daerah Dan Dampaknya Terhadap Kinerja Pelayanan Publik Di Indonesia https://jurnal.unived.ac.id/index.php/prof/article/view/7231
This research aims to assess the use of information technology in regional financial management and its impact on public service performance in Indonesia. The Padang City Satpol PP carried out control over street vendors to relocate them to the Culinary Center, but this control was strongly rejected by the street vendors because they were reluctant to leave the beach. This research aims to find out how the relationship between the local government and street vendors is in efforts to organize Padang Beach street vendors. This research uses a qualitative method with a descriptive approach. The data collection techniques used were interviews and documentation. Informants in this research included the Padang City Tourism Office, Padang City Satpol PP and Padang Beach street vendors. The results of the research show that the relationship between the local government and street vendors in efforts to organize Padang Beach street vendors is not running harmoniously. Judging from the Relationship Management Theory according to Hon and Gruning (1999), only two dimensions of the four dimensions of relationship management are working well, namely trust and commitment, but this only happens at the beginning of control. Meanwhile, the dimensions of control over relationships and satisfaction do not work well.
Syahfitri Alzyirah, Siska Sasmita ##submission.copyrightStatement## http://creativecommons.org/licenses/by-sa/4.0 https://jurnal.unived.ac.id/index.php/prof/article/view/7240 Tue, 10 Dec 2024 00:58:34 +0000 Studi Pelayanan Administrasi Terhadap Kepuasan Mahasiswa Di Jurusan Teknologi Pertanian (TP) Universitas Bengkulu https://jurnal.unived.ac.id/index.php/prof/article/view/7266
Organizations are assessed based on academic services, especially to students. The method used by the researcher, namely qualitative research, is a method for exploring and understanding the meaning that a number of individuals or groups of people consider to come from social or humanitarian problems. The results of the study are: The Quality of Service at the Tirta Hidayah Regional Drinking Water Company (PDAM) in Bengkulu City, in terms of tangibility, is included in the good category, because of the completeness of the facilities and infrastructure in the company. Service Quality at the Regional Drinking Water Company (PDAM) Tirta Hidayah, Bengkulu City, seen from the reliability aspect, is included in the good category, because the employees are very reliable in providing services, Service Quality at the Regional Drinking Water Company (PDAM) Tirta Hidayah, Bengkulu City, seen from the responsiveness aspect, is included in the good category, because when responding to customers they are good with customers, Service Quality at the Regional Drinking Water Company (PDAM) Tirta Hidayah, Bengkulu City, seen from the assurance aspect, is included in the good category, because PDAM provides a guarantee of comfort in serving its customers, Service Quality at the Regional Drinking Water Company (PDAM) Tirta Hidayah, Bengkulu City, seen from empathy, is included in the good category. KIA is the same identity card as KTP, in its implementation KIA is given to children aged 0-17 years as proof of identity, but in 2023 the achievement of KIA was only 51.31% of the national achievement target of 75%. The purpose of this study is to evaluate the Child Identity Card (KIA) Policy at the Population and Civil Registration Office of Bengkulu City, with the Evaluation theory using Wayne Parsons' theory in Utari (2021: 30), namely Formative Evaluation and Summative Evaluation. Using Qualitative Research Methods with 5 informants. Data collection techniques using primary data and secondary data, based on the results of the study, it is known that it is not quite optimal: seen from the aspect of target achievement, it has not yet reached the target, there has been no socialization by invitation to the sub-district and village communities, but has worked with schools, hospital midwives, and RT / Urban Village. The budget factor is the lack of budget in the implementation of the MCH program, thus making the socialization (communication, information, and education) not running optimally. In terms of services, it has been carried out in accordance with applicable standard service procedures, from the aspect of resources it is still lacking but in terms of quality it is adequate, and in terms of the impact of benefits before and after the KIA program was implemented, previously there was no child identity card that could be carried everywhere similar to Identity Card as proof of the child's identity when experiencing adverse events and making it easier for children to gain access to public services such as in the fields of education, health, banking, transportation and immigration.
Ade Agustin, Harius Eko Saputra, Yanuar Rikardo ##submission.copyrightStatement## http://creativecommons.org/licenses/by-sa/4.0 https://jurnal.unived.ac.id/index.php/prof/article/view/7393 Tue, 10 Dec 2024 01:08:32 +0000 Analisis Implementasi Sistem Informasi Pemerintah Daerah (SIPD) Di Badan Perencanaan Pembangunan Daerah Kabupaten Seluma https://jurnal.unived.ac.id/index.php/prof/article/view/7394
The aims this study was to determine the implementation of Regional Government Information System (SIPD) development planning agency of Seluma district. Through analysis of data and information obtained at the research location. This study was a qualitative study presented descriptively. The informants of this study were 4 informants. Data collection techniques used observation, interviews and documentation. Based on the results of the study and discussion using the theory of Edward III 1984 (in Tresiana & Duaji, 2019:59) there are 4 (four) indicators used, namely: 1) Communication: Communication between the BAPPEDA of Seluma Regency and the Ministry of Home Affairs and OPD/SKPD of the Seluma Regency government was carried out via letters, WhatsApp groups, Zoom Meetings or direct coordination. The submission of OPD/SKPD information required in the preparation of development planning documents is also complete and clear. Information data is submitted by inputting information data through the One Data Indonesia portal. 2) Resources: The resources available at the BAPPEDA of Seluma Regency are also quite good and fulfilled, the operator's ability was quite capable of operating regional government information system although not optimally due to the lack of training programs and other training for regional government information system operators at the Bappeda of Seluma Regency, the budget funds from the APBD are also sufficient and the facilities used in the implementation of regional government information system are also adequate. 3) Disposition: The attitude of the implementers at the BAPPEDA of Seluma Regency was quite good. Implementors already have a firm attitude and desire to implement regional government information system in preparing regional development planning documents. 4) Bureaucratic Structure: The bureaucratic structure in implementing regional government information system policies is quite good because it was in accordance with standard operating procedures (SOP), BAPPEDA Seluma district has the authority to prepare development planning documents, namely RPJPD, RPJMD, and RKPD, the preparation of which is through SIPD.
Anisa Cahnia, Evi Lorita, Antonio Imanda, Bando Amin C. The informants in this study amounted to 5 people consisting of 2 key informants and 3 main informants. This research uses the theory according to Mahsun. (2006: 77) regarding performance theory: (1) Input indicators: There are costs used in making advertisements that are in accordance with PNPB rules, the amount of advertising costs depends on the collective agreement and how long the advertisement will be aired. (2) Process indicators: The public comes directly to the service section without a representative provided that a photocopy of a valid ID card or driver's license, fill out the form or stamp that has been provided, and pay the cost of making an advertisement based on existing regulations. (3) Output indicators: In terms of the target of making service advertisements determined by PNBP, it means that there are certain rules set by the President Director of LPP RRI. LPP RRI office of Bengkulu does not set targets in advertising, this is because LPP RRI Bengkulu emphasizes services according to community needs without pursuing profits. (4) Outcomes indicators: The production of advertisements for RRI services does not contain racial or ethnic groups, only for social purposes, including in serving the creation of advertisements desired by the community which have been regulated by the government through existing regulations including the amount of costs in making these service advertisements. (5) Benefit indicators: The benefits for the community in placing advertisements at LPP RRI Bengkulu are that the costs incurred are more affordable, the radio broadcast coverage is wider than other private parties and the advertisements broadcast are of higher quality. (6) Impact indicators: The effect for the community is that more people recognize the advertised product or service, while for the agency it can get income from the cost of advertising services made.
Defi Harianto, Antonio Imanda, Yusuarsono Yusuarsono ##submission.copyrightStatement## http://creativecommons.org/licenses/by-sa/4.0 https://jurnal.unived.ac.id/index.php/prof/article/view/7400 Tue, 10 Dec 2024 01:12:57 +0000 Evaluasi Kebijakan Penyelenggaraan Posyandu Di Desa Lawang Agung Kabupaten Bengkulu Selatan https://jurnal.unived.ac.id/index.php/prof/article/view/7396
This research aims to find out evaluation of policy on Posyandu organization in Lawang Agung Village, South Bengkulu Regency. This research is a qualitative research using the triangulation method, namely observation, documentation and interviews as well as literature studies. This type of research is field research which means that the researcher observes directly to the field to get maximum results. Family communication is analyzed as factors that affect the psychological well-being of adolescents. The results of the study show that the role of family communication has not been applied massively by parents to adolescents affected after the divorce of their parents, giving rise to the term broken home, which is a family in which there is no peace, prosperity and disharmony. Family communication in broken home families shows a bad parental self-image for children because parents do not put themselves like parents to children who need guidance after divorce. So that the psychological atmosphere in children is disturbed such as feeling afraid, depressed and not expressive. In families that are broken home, there is a parental communication style that changes to be more aggressive towards children. This is because the way parents lead their children is not done as they should and parents think too much about their own feelings, so that children feel uncaring and more comfortable outside the home. The language ethics used by parents when talking to children have changed. Parents use word choices and body gestures that make children feel pressured so that children keep their distance from their parents because they think that parents are no longer a safe place.
Ayu Febrya Wandira, Sri Narti, Martha Heriniazwi Dianthi ##submission.copyrightStatement## http://creativecommons.org/licenses/by-sa/4.0 https://jurnal.unived.ac.id/index.php/prof/article/view/7415 Tue, 10 Dec 2024 01:40:10 +0000 Coping Skill Mahasiswa Bimbingan Skripsi (Studi Pada Mahasiswa Prodi Informatika Universitas Dehasen Bengkulu) https://jurnal.unived.ac.id/index.php/prof/article/view/7416
This research aims to determine the coping skills used by informatics students in thesis guidance. Data collection techniques were carried out using interviews with research informants. There were four informants in this study, namely the Village Head, Chairman of the Village Representative Body, Chairman of Youth Organization and Secretary of BumDes as the manager of Curug Cay waterfall tourist attraction. Data analysis techniques using qualitative descriptive analysis consisting of data reduction, presentation and conclusions. The results of research on tourism communication management in Bukit Village, Semidang Lagan Subdistrict, Central Bengkulu Regency are seen based on management theory according to George R. Terry (Rosady Ruslan 2006: 158-159) which consists of Planning, Organizing, Actuating and Controlling. It can be seen that the communication management carried out by Bukit Village in the development of special tourism attraction Curug Cay waterfall is already through the development planning mechanism which begins with a plan to build a concrete rebate road, build a restroom, make stairs to the tourist attraction including the construction of parking lots. Organizing all stakeholders is done by conducting annual meetings even twice a year to ensure that each institution, both the village government, BPD, BumDes and the community and youth can carry out their main duties and functions. The film highlights issues of racism and beauty standards. This study aims to explore the racist actions depicted in the Thai film *A Little Thing Called Love*. The research method used is descriptive qualitative, with data collection techniques through observation and documentation. The theoretical framework employed is Roland Barthes’ semiotic analysis, which is used to examine the representation of racism and beauty standards in the film, particularly through denotation, connotation, and myth as reflected in the characters and storyline. The findings of this study indicate that *A Little Thing Called Love* delivers layered messages through semiotic analysis at the denotative, connotative, and mythic levels. Dialogues like "Dasar Hitam!" at 06:51 reflect racial bias and social pressure regarding beauty standards, impacting Nam's self-esteem. At 35:15, the dialogue "Mereka semua jelek" highlights the social grouping dynamics based on appearance, while the dialogue at 35:57, "Jika tidak yakin kalau cantik, bisa ke klub yang lain," emphasizes expectations regarding physical beauty. The climax at 1:51:56 portrays Nam’s transformation into a confident individual, conveying the message that a person’s worth lies in their achievements and self-confidence, not just their appearance
Feby Vitaloka, Sri Narti, Dilmai Putra ##submission.copyrightStatement## http://creativecommons.org/licenses/by-sa/4.0 https://jurnal.unived.ac.id/index.php/prof/article/view/7419 Tue, 10 Dec 2024 01:50:10 +0000 Strategi Komunikasi Bisnis Media Online Tribunbengkulu.com https://jurnal.unived.ac.id/index.php/prof/article/view/7420
Competition among media is becoming increasingly fierce.
