Strengthening Collaborative Governance In Foreigner Supervision As An Effort To Prevent Overstay At The Class I Special Non-TPI Immigration Office Of Tangerang
Abstract
This study aims to analyze the implementation of foreigner supervision through the Foreigner Supervision Team (TIMPORA) and to formulate the strengthening of collaborative governance to reduce overstay at the Class I Special Non-TPI Immigration Office of Tangerang. Foreigner supervision is cross-sectoral and cannot be borne solely by immigration authorities. The research employs an empirical juridical method with a qualitative descriptive approach, analyzed through Ansell and Gash's collaborative governance model enriched by the integrative framework of Emerson, Nabatchi, and Balogh. The findings show that supervision still faces fragmented authority, sectoral egoism, limited data exchange, and weak sustainability of incidental coordination. Strengthening collaborative governance through sustainable institutionalization of TIMPORA, inter-agency data integration, trust-facilitating leadership, and the involvement of non-governmental actors has the potential to shift working patterns from reactive coordination toward collaborative and sustainable supervision governance.
