Legal Protection And Criminal Risk Mitigation For Officers Implementing The Control Of Electricity Usage Program (P2tl) In Facing Consumer Resistance
Abstract
This study examines legal protection and criminal risk mitigation for officers implementing the Control of Electricity Usage Program (P2TL) in facing consumer resistance. P2TL is an administrative and technical inspection activity carried out by PLN to ensure that electricity usage is lawful, orderly, safe, and in accordance with applicable regulations. In practice, the implementation of P2TL often leads to conflict, as consumers may refuse inspections, decline to sign inspection reports, challenge the removal of measuring devices, object to supplementary charges, or even make threats and file counter-reports against officers. This research uses normative legal research with statutory, conceptual, and case approaches. The findings show that P2TL officers are entitled to legal protection when they perform their duties based on an official assignment letter, valid identity, inspection procedures, witnesses, inspection reports, documentation, and respect for consumer rights. However, such protection is not absolute, since officers may face criminal risks if they act beyond their authority, such as forcibly entering private areas, pressuring consumers to admit violations, dismantling or taking equipment without proper procedure, or requesting direct payment in the field. Criminal risk mitigation should be carried out through the strengthening of assignment legality, proper documentation, the use of non-accusatory language, the involvement of witnesses, prohibition of direct payment to field officers, the provision of consumer objection mechanisms, and institutional legal assistance for officers who act according to procedure. Legal protection for P2TL officers must therefore be placed in a balanced position, protecting officers from unlawful consumer resistance while also preventing arbitrary actions against consumers.
