Abstract

This study aims to analyze the effectiveness of law enforcement against traffic violators through the Electronic Traffic Law Enforcement (ETLE) system in the Simalungun Police jurisdiction and identify factors that influence its effectiveness. This is as regulated in Law Number 22 of 2009 concerning Traffic and Road Transportation and Regulation of the Republic of Indonesia National Police Number 2 of 2025 concerning Enforcement of Traffic and Road Transportation Violations Based on Electronic Recording Evidence. Law enforcement against traffic violators through the Electronic Traffic Law Enforcement (ETLE) system as an efficiency accelerates the process of fair and objective enforcement of traffic violations without the presence of officers on the location to avoid deviant practices, modernize law enforcement in line with the development of modern society and create a culture of compliance with traffic regulations without having to be directly supervised. The research method that will be used is the normative juridical method with a statutory and conceptual regulatory approach. The results of the study indicate that the implementation of ETLE is able to increase transparency, objectivity, justice, accountability and legal compliance of the community although there are still obstacles in the form of limited infrastructure and the level of legal literacy of the community. Thus, law enforcement against traffic violators through the Electronic Ticketing system or Electronic Traffic Law Enforcement (ETLE) in the Simalungun Police jurisdiction can be effective but requires adequate infrastructure and continuous socialization so that its implementation runs effectively.
